Civic education aims at fostering good citizenship and promoting civic awareness and responsibilities, national education and understanding of, and respect for, human rights and the rule of law. Furthermore, it enables the people of Hong Kong to understand the elements of Hong Kong's success as an international city; to gain liberal knowledge for building up the concepts of freedom, rule of law and justice; and to have a grasp of the future of Hong Kong including the changes and challenges to come.
This set of special stamps on "Civic Education" is the first hexagon stamps issued by Hongkong Post. Featuring the winning entry from the Primary School Division of the "Civic Education Stamp Design Competition" co-organised by the Committee on the Promotion of Civic Education and the Home Affairs Bureau in 2005, this colourful issue helps to enhance understanding of the concept and knowledge of civic education as well as boost the civic awareness of the public.
This set of four stamps carries the four themes of civic education:

Germany Bank FDC
Germany FDC
Name: 50th Anniversary of Deutsche Bundesbank(German Federal Bank)
Issue date: 2007 August 9th
The Deutsche Bundesbank (German for German Federal Bank) is the central bank of the Federal Republic of Germany and as such part of the European System of Central Banks (ESCB). Due to its strength and former size, the Bundesbank is the most influential member of the ESCB. Both the Deutsche Bundesbank and the European Central Bank (ECB) are located in Frankfurt am Main.
The Bundesbank was established in 1957 and succeeded the Bank deutscher Länder, which introduced the Deutsche Mark on 20 June 1948. Until the Euro was physically introduced in 2002, the Deutsche Bundesbank was the central bank of the former Deutsche Mark ("German Mark", sometimes known in English as the "Deutschmark").
The Deutsche Bundesbank was the first central bank to be given full independence, leading this form of central bank to be referred to as the Bundesbank model, as opposed, for instance, to the New Zealand model, which has a goal (i.e. inflation target) set by the government.
The Bundesbank was greatly respected for its control of inflation through the second half of the 20th century. This made the German Mark one of the most respected currencies, and the Bundesbank gained substantial indirect influence in many European countries.

Issue date: 2007 Auguest 8th
The Association of Southeast Asian Nations or ASEAN was founded on August 8, 1967 in Bangkok. The objectives of this collaborative regional organization are to promote political cooperation and security, to enhance trade and economic growth and to encourage the social development of the progress of Southeast Asia.
Its members are Indonesia, Malaysia, The Philippines, Singapore, Brunei, Vietnam, Laos, Burma and Cambodia.
Designs: Architectures from 10 ASEAN countries. (From left to right)
1. Secretariat Building, Bandar Seri Begawan, Brunei Darussalam
Built in 1952, the Secretariat Building houses the Prime Minister’s office and other government office. It is located at Jalan Elizabeth II and is one of the most remarkable contemporary buildings in Bandar Seri Bagawan.

4. Lao Typical House, Lao

5. Malayan Railway Headquarters Building, Kuala Lumpur, Malaysia
The Malayan Railway Headquarters Building in Kuala Lumpur is an architectural wonder unlike any other. Its architect, Mr. A.B. Hubbock envisioned a landmark highlighting the best of Moorish Islamic, Gothic and Greek influences.
The complex’s lower level floors 97 massive Gothic arches and 4 smaller arches, incorporated with wide verandahs work in harmony, instilling a cool and tranquil atmosphere. The building’s outside facade was constructed out of pre-cast concrete blocks and carved pre-cast columns with semi-circular Gothic arches.
With vast Gothic and circular arches numbering in the hundreds, magnificent domes and entwining columns, the building is a perfect example of magnificent 14th century Greek architecture. The building was completed in November 1917.
However, as beautiful as it was, the building has its share of unfortunate incidences. During World War 2, the Northern section was damaged due to bomb attacks and again in 1968, when a fire caused severe destruction in the area.
Today, it remains a Malaysian pride and serves as the headquarters of the Malayan Railway, housing its many administrative offices, including the Chairman’s office.
6. Yangon Post Office, Myanmar

10. Presidential Palace, Hanoi, Vietnam

The Tengchong volcanic district, located in southern China near the border with Burma (Myanmar), was active during five periods ranging from the early Pliocene to the Holocene. Three main stages prroduced Pliocene to mid-Pleistocene basaltic rocks, mid- to late-Pleistocene silicic pyroclastic rocks, and Holocene basaltic andesites. The youngest volcanism in the 600 sq km volcanic field occurred in two stages during the early and late Holocene. Volcanic cones at the northern end of the field are sparsely vegetated and have clearly visible lava flows. Three basaltic-andesite centers, Dayinshshan, Maanshan, and possibly Heikongshan, are of Holocene age. An unconfirmed explosive eruption took place in 1609, and there are unconfirmed reports of eruptions in the Qing Dynasty (1644-1911). The Tengchong district is the site of active geothermal fields, the largest and highest temperature of which is the Rehai geothermal field. More than 20 hydrothermal eruptions have occurred at the Rehai geothermal field since 1993.

Vietnam Dugong FDCs
Vietnam FDCs
Name: Animals in Con Dao National Park - Dugong
Issue date: 2007 August 1st
The dugong (Dugong dugon) is a large marine mammal which, together with the three species of manatee, is one of four extant members of the order Sirenia, the only fully-aquatic herbivorous mammals. It is the only living representative of the once-diverse family Dugongidae; its closest modern relative, Steller's Sea Cow (Hydrodamalis gigas) was hunted to extinction in the 18th century. It is also the only sirenian in its range, which spans the waters of at least 37 countries throughout the Indo-Pacific, though the majority of dugongs live in the northern waters of Australia between Shark Bay and Moreton Bay. In addition, the dugong is the only strictly-marine herbivorous mammal, as all species of manatee utilize fresh water to some degree.
Like all modern sirenians, the dugong has a fusiform body with no dorsal fin or hindlimbs, instead possessing paddle-like forelimbs used to maneuver itself. It is easily distinguished from the manatees by its fluked, dolphin-like tail, but also possesses a unique skull and teeth. The dugong is heavily dependent on seagrasses for subsistence and is thus restricted to the coastal habitats where they grow, with the largest dugong concentrations typically occurring in wide, shallow, protected areas such as bays, mangrove channels and the lee sides of large inshore islands. Its snout is sharply downturned, an adaptation for grazing and uprooting benthic seagrasses.
The dugong has been hunted for thousands of years, often for its meat and oil, although dugong hunting also has great cultural significance throughout its range. The dugong's current distribution is reduced and disjunct, and many populations are close to extinction. The IUCN lists the dugong as a species vulnerable to extinction, while the Convention on International Trade in Endangered Species limits or bans the trade of derived products based on the population involved. Despite being legally protected in many countries throughout their range, the main causes of population decline remain anthropogenic, and include hunting, habitat degradation, and fishing-related fatalities. With its long lifespan and slow rate of reproduction, the dugong is especially vulnerable to these types of exploitation. In addition, dugongs are threatened by storms, parasites, and their natural predators, sharks, Killer Whales, and crocodiles.

Taiwan Chiang Wei-shui FDC
Taiwan FDC
Name: Chiang Wei-shui Portrait
Issue date: 2007 August 6th
Chiang Wei-shui (蔣渭水; Jiang Weishui) (8 February 1891—5 August 1931) was a founder of the Taiwanese Cultural Association and the Taiwan People's Party. He is seen as one of the most important figures in the colonial resistance movement.
Chiang was born in Ilan. He worked as a diviner. At the age of 10 he began to study with Confucian scholar Zhang Maocai. In 1915 he graduated from the Taiwan Medical College, now the National Taiwan University College of Medicine.
He founded the Daan Hospital in Dadaocheng, a district in Taipei, and invited fellow intellectuals to the hospital to discuss contemporary affairs. In 1920 he began participating in the movement to found the Taiwan Assembly. In 1921 he helped found the Taiwan Cultural Association. He was imprisoned for four months in 1923 and again in 1925 for his opposition to the colonial government. In total, he was imprisoned more than ten times.
In 1926, the Taiwan Cultural Association split because of an internal ideological division between rightists and leftists. Jiang Weishui went on to help found the Taiwan People's Party on a platform of unity. The Taiwan People's Party was the first legal party to be founded in Taiwan. Chiang Wei-shui was also involved with the Taiwan Worker's League (台灣工友總聯盟) and the Taiwan Farmer's Association (台灣農民協會). He came under criticism from rightists in the government. When Cai Peihuo (蔡培火), Ye Rongzhong (葉榮鐘) and others prepared for the formation of the Taiwan Local Self-Government League (台灣地方自治聯盟), Jiang Weishui expelled them. The Taiwan People's Party contacted the League of Nations several times to protest Japanese issuance of special permits for opium sale as well as the Wushe Incident.
The Taiwan People's Party's political philosophy was the Three Principles of the People, but Xie Chunmu (謝春木) and others pushed for a revolutionary line. In 1931, the colonial administration forced the dissolution of the party. Chiang Wei-shui died of typhoid that same year, at the age of 41.
Chiang Wei-shui has been called Taiwan's Sun Yat-sen. A 12.9 km car tunnel passing under Hsuehshan (Snow Mountain) to link Taipei with Ilan was opened in 2006. It marked the completion of Taiwan's latest freeway, which was subsequently named the Chiang Wei-shui Freeway in a move that pleased all sides of the political spectrum in Taiwan.

Argentina Scout FDC
Argentina FDC
Name: Centenary of the Scout Movement
Date of Issue: 28 July 2007
Baden-Powell's Vision
Robert Baden-Powell (1857-1941), founder of Scouting, used to say that he had not founded this movement, but rather that it had spontaneously sprang to life.
In 1899, when serving as army officer in India, Baden-Powell had written a handbook, Aids to Scouting, meant as an aid to training soldiers. En 1907, Sir William Smith, the founder of the Boys' Brigades, asked Baden-Powell decided to put his ideas to test at a camp, among 21 youths with different backgrounds. Thus, on 1st July 1907, the first Scout camp was run on Brownsea Island. Based on the excellent results obtained, Baden-Powell wrote Scouting for Boys, and he soon began to receive letters sent by young readers who had decided to group spontaneously under the principles set forth in the handbook. Two years later, the Scout movement included almost 11,000 boys and girls.
One World, One Promise
The Movement celebrates its 100th anniversary with a series of events-the New Centenary Camp, on Brownsea Island; the 21st World Scout Jamboree, that will gather 40,000 boys and girls at Hylands Park, England; the Scouting's Sunrise, on 1st Auguest, ushering in Scouting's second century; Gifts for Peace, given by Scout Organizations around the world to their communities; and the International Congress on the Contribution of Scouting to 100 Years of Education, to be held in Geneva, Switzerland.

Argentina Meteorite FDC
Name: Campo del Cielo Meteorites
Issue date: 2007 July 28th
Campo del Cielo is located in Argentina, in the area called “Gran Chaco”, to the southwest of the Province of Chaco, and the southeast of Santiago del Estero. The area is strewn with iron and nickel fragments originated by the collision of a large meteorite that hit the Earth’s surface.
A high concentration of large metal meteorites may be found here, as well as a remarkably perfect alignment of craters, forming an axis that extends along N 60°E. This meteorite field is one of the longest found on the Earth’s surface. Some craters from pairs; in general, they are ellipsis-shaped (with the longest axis extending along a northeast-southwest direction) or circular. Thirty craters have been recorded approximately, but given the density of the forest, more craters could be found in the future. The largest crater is the one named after Rubin Celis, with a depth of 5.5 metres; the best-known fragments are the one that has been called Meson de Fierro (missing to this date), weighing approximately 20 tons, and El Chaco, 37 tons.
Back in the 16th Century, there were early oral accounts of a large ore vein that surfaced in the Pampa de Otumpa, which attracted numerous expeditions to that place. Years later, one of these established in the sixties – applying carbon 14 dating to charred fragments supposedly originated by the impact – that the original crater must be 4,000 years old.
Many fragments found in Campo del Cielo are displayed in museums of Argentina and throughout the world. However, in spite of the value of these pieces, the illegal trade in meteorite pieces makes this area subject to plundering.
