The development of the auto industry promotes the movement of people and their journey, however, the result of growth in the number of vehicles in adverse consequences, primarily the growing number of tragic accidents Traffic that generate hundreds of thousands of casualties and millions of wounded, Algeria is not spared from this scourge.
Thus, the year 2008 saw 40,481 injury accidents in 4422 resulting in road traffic deaths and 64,708 injuries of different levels of severity, this is compounded by other economic losses estimated at 100 billion dinars for the year 2007.
No one can deny the efforts of all stakeholders in road safety through a national policy based primarily on the human factor, first through its education, its development and effective training for it becomes a perfect conductor that respects the foundations of security and traffic on the other hand, the introduction of modern education methods and instruments requiring compliance with the law and repression 'against all those who commit offenses.
Despite the importance attached 'to this factor, we must not neglect the motor factor and the environment by applying periodic inspection for all vehicles.
Regarding the improvement of the environment, several studies have been initiated, such as the development of road network equipped with safety means for ensuring the smooth flow of traffic and solve the problem of congestion.
Continuous efforts should be commonly provided by all agencies and sectors in order to mitigate as much as possible the social tragedy, or even stop the economic bleeding resulting from the misuse of the vehicle in our country.

15.00: Archaeological Site of Madaure
Madaure, Latin Madaurus, hence the name of M'daourouch, is an ancient Roman city located 45 kms from Thaghaste (now Souk-Ahras) north east of Algeria. Its creation dates back to the year 75 BC during the reign of Roman Emperor Vespasian. The city has lived through the invasion Berber, Roman, Byzantine and Vandal. Regarded as a center for educational outreach, it is distinguished by its university, one of the first with Carthage in Africa. The story reveals the names of two great teachers: Maximus the grammarian and the rhetorician Apuleius. Among students Madaure is the philosopher and theologian Saint Augustine, founder of the religious thinking of Catholicism. Seven hectares and a half have been excavated since 1905 on the area that in the archaeological park listed since 1968. The park also contains the remains still resistant to the vicissitudes of time.
20.00: Archaeological Site of Khemissa
Distance of 37 kilometers from Souk-Ahras, the city of Khemissa whose ancient name is Thubursicu Numidarum, is a city next to a hill with a vast territory irrigated and a large water resource (the source of Medjerda) .
Numidian city, it became a municipality in the second century AD under the emperor Trajan, and settlement fees in the third century. At the strategic level, this city was an important because it was located on a road linking the port of Hippo Regius (near Annaba) in the camp of the Legion of Africa (Tébessa).
Bishops are mentioned between 354 and 411: Fortinius, Maurentius and Januarius.
The ruins cover an area of over 65 ha and contain important monuments: the old place in the eastern district of the city, the theater at the foot of the hill to the north, the great basilica colonnaded court, also the monumental gateway to a single bay. Khemissa is a beautiful place among the ancient cities of North Africa.
30.00: Ancient theater of Guelma
Guelma or Calama in antiquity, situated in the east, was a Numidian city before becoming a municipality under the reign of the emperor Trajan and Roman colony in the late third century. Of its Roman past, the city has retained a theater that is, in the opinion of competent persons, an architectural masterpiece. This theater has a large number of stands divided into four zones and traversed by stairs. The scene of this monument is impressive and is marked by an architectural-based front articulated itself around a staircase of seven steps. On both sides of the staircase on the platform and in a harmony are two huge gates formed by two very tall columns and two pilasters. Against the stage wall stands, on both sides, two colossal statues of Aesculapius and Neptune. The ancient theater of Guelma museum houses the largest city on archeology. This monument remains a witness to the cultural influence that the city experienced in the early third century.

The Mediterranean Games held every four years in their history back to the year 1951. The games began as an initiative by Tahar Pacha, President of the Egyptian Olympic Committee wants to make these competitions a symbol of peace in a period marked by various conflicts and tensions in the Mediterranean basin.
And the city of Alexandria, which housed the first edition of these games, thereafter Barcelona in 1955, Beirut in 1959, Naples in 1963 and Tunis in 1967, Izmir in 1971, Algiers in 1975, Split in 1979, Casablanca in 1983, Lattakia in 1987, Athens in 1991, Agde in 1993, Bari in 1997 and Tunis in 2001 and 2005 in Almeria.
In this year 2009, the flame will rise Mediterranean in Pescara (Italy) to host the prestigious sports Abruzzo 16th edition of the Mediterranean Games scheduled from 26 June to 5 July. Throughout this great sporting event will compete with teams and athletes from 23 countries bordering the Mediterranean.
The disciplines included in the games of Pescara in 2009 there were 25, namely athletics, swimming, football, handball, basketball, volleyball, boxing, judo, wrestling, fencing, weightlifting, cycling, gymnastics, karate, tennis, table tennis, shooting, beach volleyball, water polo, golf, sailing, equestrian, kayaking, rowing and wheelchair.
Algeria will take part in this edition with 17 subjects divided into three categories of performance, it will aim to collect as much medals as well as the acquisition of experience in preparation for the London Olympics to be held in 2012.

Algeria provides, once again, the proof of the establishment of a democratic era of prosperity and peace. After the consolidation of the institutional building and the rehabilitation of the role of elected bodies in the national development process, here come a new phase that stake this presidential election symbol of both continuity and sustainability of the State and the Republic and the principle of alternation in power through the expression of popular will.
This election is also the result of the achievements of its predecessors, which could establish a credible way, guarantees fairness and transparency, and freedom of expression and participation of all the sensitivities represented in the society. This has allowed, yet this time, applications in number and quality that reflect a wide partisan adherence to the conditions of preparation and conduct of this election.
The election campaign lasted 19 days, during which six candidates were able to present their programs and highlighted differences in their respective approaches, leaving the popular will and to speak only by way of ballot boxes, the track and the voice of the majority decides, irrevocably and sovereign, which will be for five successive years, the President of the nation from 1 November 1954.

Over the millennia, glaciers have experienced phases of growth and melting of their mass, as is the natural fluctuation dictated by the climatic cycles. Since the last decades, they have begun the decline that continues today.
As the ice melts, there is less and less solar energy is reflected by the ice and more absorbed by the ocean.
A considerable reduction of glaciers and ice covering the sea in the Polar Regions has been registered. Thus, the thickness of the ice in the Arctic Ocean has increased from 4.88 m on average in 1980 to 2.75 m in 2000, a decrease of 2.13 m in 20 years. According to studies carried out during 2003 by the National Aeronautics and Space Administration (NASA), the Arctic is losing about 10% of its permanent ice.
Over the past century, temperatures in the northern regions has increased an average of 1.51 ° C, resulting in the phenomenon of global warming, a phenomenon linked primarily to the concentration of greenhouse gases in the atmosphere. The greatest increase in temperature during this century range from 2 ° C and 6 ° C and affect primarily the northern regions of the planet. Also, methods of production of various energies have clearly demonstrated their close association with the phenomenon of global warming threatening the planet.
However, the Polar Regions play an important role in the global climate system by storing the energy of all the existing hot zones around the world, and exchanging heat flows from Ecuador against the flow of cold water north and vice versa.
The polar regions, considered as a factor regulating the climate of the world, enable us to study many questions related to the planet such as climate, biodiversity, the ozone hole, atmospheric chemistry, ocean dynamics The structure of the globe, etc..
Our planet appears as a whole where the climate partly depends on complex interactions between ocean, atmosphere, biosphere, cryosphere and human activities. The issue of concern to humanity at present and how can slow the advance of climate change on the entire planet in order to reduce their impact on living beings.
With the goal of reducing the progress that is rapid phenomenon of global warming, the optimal use of different energies is needed. Algeria, however, and whatever the dangers may be caused to the nature, all efforts by the international community to protect and safeguard our planet.

The number of invalid people knows a constant growth. This category of persons is about 10% of the world's population, equivalent to 500 million physically and mentally.
The Arab world has an average of 15% of people with disabilities in its population. In Algeria, the National Office of Statistics identifies 1.8 million disabled.
Like the able-bodied, the Algerian State has made efforts to care for people with disabilities by ensuring all the material and financial resources enabling them to integrate both professional and social, and S register fully and effectively in the process of national development.
Thus, this category of people has not ceased to occupy its rightful place by making especially in the field of sport. Indeed, selection of Disabled Algerians as the best ambassador who, through his many achievements, has been honorably and worthily represent Algeria at various international sporting events.
Following his participation in the Olympic Games held in 2004 in Athens (Greece), the Algerian team won the disabled, a total of 13 medals including 6 gold, 2 silver and 5 bronze medals.
This was not the only success, four years later, during games of the 29th Olympiad that housed the Chinese capital, Beijing, the Algerian athletes in the category in question were also crowned by a total of 15 medals from which included 4 gold, 3 silver and 8 bronze medals.
The credit for the creation of the disabled goes to the doctor and English professor, Ludwig Guttman, who has organized the 22 July 1948 in Great Britain, the first games of the disabled. Today, the Paralympic Games are 23 officially recognized, including 19 summer games and winter games 4, adapted to different types of disabilities.
Algeria has announced the date of 14 March of each year "National Day of Disabled Persons". The commemoration of this day is to confirm the consecration of the principle on the protection and promotion of disabled persons.
Celebrating the National Day of Disabled Persons aims to promote better understanding of issues related to disability and to mobilize all efforts to ensure respect for the dignity, rights and welfare of persons with disabilities.
Comment: I was so surprise when I received this FDC. An additional stamp was glued on the both side of the FDC.

The city of Tébessa is the chief-town of the department that carries the same name. Situated in the extreme east of Algeria, at 45kilometres from the Algerian Tunisian borders, it is elevated at 960 meters and its surface is estimated at 13326Km².This city is considered as handcraft home and constitutes an important commercial and agricultural centre. In addition, it contains a great number of mining and forest resources. Various vestiges of the Roman era still exist in Tébessa. An ancient Byzantine surrounding wall encircles the entire city and one of its four doors is a triumphal act. It is also the home town of Sheikh Larbi TEBESSI, a founder member of the Algerian Muslim Oulemas (erudite) Association.
15,00: Saïda (سعيدة)
The city of Saïda is situated in the west of Algeria. Nestled in 800 meters of elevation at the beginning of the high plateau, it is limited from the north by the departments of Oran and Mascara. From the south by the departments of El Bayadh and Naâma, on the west by Sidi Belabbes and in the east by Tiaret. It spreads out on a surface of 6631 Km² and shelters a dense and young population bordering 300,000 inhabitants. Considered as a strategic and industrial region, it is also a point of transit to the Sahara. Famous by its natural mineral water resource that is good for the digestion problems and cases of renal infections, it possesses several thermal stations with preventive and therapeutic character.
20,00: Miliana (مليانا)
Situated in the western South of Algiers on the northern reverse of the small atlas, at about 750 meters of elevation; the city is dominated by the majestic mountains of Zaccar. Built on a huge rock of travertine with steep outlines, it dominates in the vertical cast a ravine, in the south the valley of Chelif and on the west, a tray sprayed with water up to the chain of Ouarsenis. Miliana is characterized by a soft and moderate climate. Its gardens and orchards cultivated in footpaths are harmoniously spread out towards the plain. Beside its exceptional panoramas, the city of Miliana possesses various relics such Sidi Ahmed Benyoucef's Mosque, the former residence of Emir Abdelkader and the clock classified ancient memorial.
38,00: Biskra (بسكرة)
Biskra, or Vescera in the roman time, is situated in the south of Algeria. Known also by the name of "the city of two millions date trees", it constitutes the door of the big Algeria south. Occupying a surface of 2167 Km² it is characterised by a Saharan climate, warm in summer and pleasant in winter. The valley called Sidi Zarzour coming from the Aurès region crosses Biskra. On the summit of the big mountainous chains of El Kantara, the signs of desert appear; golden grains of sand, light blue sky and green oases all along the straight and tortuous way. The residents of Biskra, the Ziban' siren, are famous by their hospitality and warm reception. Conversely, Biskra is famous by its traditional craft and the quality of its delicious date.

The Olympic Games are considered as the most important sportive event in the world. They consist of a number of competitions taking place every four years through summer and winter editions.
The historic Greece was at the origin of organizing the first Olympic Games' editions. These last knew a break afterward.
At the end of the 19th century, the Olympic Games were recreated and than they reborn by a French man called "Baron Pierre Frédy de Coubertin". In 1896, the first renewed Olympic Games took place in Athens ( Greece ).
The World Olympic Movement counts about 22 winter Olympic Games editions and 28 summer editions by taking in consideration for these last the ones planned respectively in 1916, 1940 and 1944 which were postponed because of the First and the Second World War.
By participating in 2008 Beijing 's Olympics, Algeria will register its eleventh contribution in the Olympic Games in general. The first Algerian participation in such events was recorded for the first time in Tokyo ( Japan ) during the year 1964. It was awarded a number of medals among which 4 golden, 1 silver and 7 bronze medals.
However, Beijing, the capital of the Republic of People's China will shelter, from 8th to 24th August 2008, the 29th edition of summer Olympic Games under a sign symbolising the popular "Beijing's dance".
The Algerian team, directed by the Algerian Olympic Committee will take part in 13 specialities included in Olympics' programme. These specialities are: athletics, rowing, boxing, volley ball, cycling, wrestling, judo, badminton, table-tennis, foil, swimming, weightlifting and kayaks race.
Comment: Algeria had won 2 Judo medals so far, I think they are good at Judo. I watched the matches, Soraya Haddad and Amar Benikhlef did good job.

Name: The Algerian National Anthem

The distinguished Algerian poet Moufdi Zakaria versified the poem "Kassaman" (the oath) during summer 1955, further to the Revolution's command appeal considering as necessary to elaborate an enthusiastic revolutionary hymn in aim to impulse the Algerian people and to annihilate the sentiment of dejection and abandonment.
However, the Revolution's command required three conditions in composing this hymn:
- First, it has to be a call for all the Algerian people to join the ranks of the revolution under the control of the national freeing front.
- Than, It must condemn the cruel colonizer which is France.
- Finally, it mustn't glorify persons in spite of their combative past or present.
The poem "Kassaman" was composed in accordance with the foresaid conditions and set in five partitions according to the five pillars of the Islam. The text was characterized by a great inspiration and by an artistic eulogy.
After agreeing with the text, the command of the Revolution asked Moufdi Zakaria to find the suitable melody to make the official national anthem. Thus, a first contact was established with the Algerian militating actor (Mohamed Touri) who was the first composer of the anthem's melody. The recording took place in (The Poet's House) situated in Kouba (Algiers), in the presence of many presenters of the radio of that time. And because it was so difficult to interpret that music, it hadn't been accepted by the revolution's command.
And so, the lyric writer of "Kassaman" went to Tunisia in aim to ask for the professor (Mohamed Triki), who presented in his turn a new partition for the poem, and recorded it in the Tunisian Radio office. The same partition that served as a title for the broadcast (Sawt El Djazair).
The revolution's command hadn't agreed also with Mohamed Triki's partition. Therefore, a last contact was established with the famous musician (Mohamed Fawzi) by means of (Sawt El Arab), the Egyptian radio. The contact that allowed to complete a musical performance in the poem "Kassaman". This music was the most suitable with its specific style and rhythms. It was approved by the revolution's command and was considered, from that time, as the official melody of the Algerian Revolution.
After the recovering of the independence, "Kassaman" was vowed as the national anthem of the Democratic and Popular Algerian Republic by the law number 06/86 dated on March 1986.

Name: Works of Art From The National Meusums (Baya)

Baya Mahieddine was born on December 12th, 1931 at Bordj el Kiffan in Algiers. Orphan whe she was five, Baya of her true name Fatma Haddad, had never gone to school and was brought up by her grandmother in the biggest misery. When Baya was ten years old, she was adopted by a French young lady named Elizabeth Benhoura. Baya considered this lady as her adoptive mother and went to live with her in Algiers. There, Elizabeth provided her with paper, pencils and gouache.
The sculptor Jean Perrissac, a friend of Baya's adoptive mother attracted to the works of the girl, shown them to Aimé Maeght when he was in Algiers. This last one who decided immediately to organise an exhibition of these works in Paris. During the year 1947, it was Baya's first exhibition and it was preceded by a foreword of André Breton who wondered how a child had been able to discover all the secrets that Henri Matisse himself made 60 years to discover.
Georges Braque in his turn was also amazed by all Baya's works characterized by pure drawings and captivating colours.
During the year 1948, Baya had met Pablo Picasso at Vallauris. And in 1953, she got married to "El Hadj Mahfoud Mahieddine", an Andalusian music teacher. Since her marriage, Baya lived in Blida.
For the period of the freeing war, Baya gave up all her artistic activities. After the recovering of the independence, in 1963, she organized a big exhibition in the museum of the beautiful arts, situated in Algiers.
However, after several exhibitions in Algeria and in different countries of the world she was awarded by many important persons as the Algerian President Chadli Benjdid in 1987 and the French President François Mitterrand in 1982 as well as the Secretary General of the UNESCO...
At present, Baya's works are in public collections in various museums through the world.
Baya passed away on November 9th, 1998 after she had left more than 50 years of artistic selected works.
Comment: Absolutely! Baya Mahieddine was a self-taught talent, Pablo Picasso had met her when she was only 17 years old. Who could deserve it??

Nowadays, the new technologies are used in numerous fields especially in teaching, in aim to improve and to modernize the educational processes.
The use of computer constitutes a fundamental teaching method. Thus, and for a better use of computing, a preliminary knowledge, helpful in exploiting the various programmes is required.
In deed, the introduction of a module concerning the new technologies is very important in school programmes. The use of computing allows the user to enlarge his knowledges and it permits the exchange of ideas and information through the electronic library via the internet.
The modern information and communication technologies allow the operator to use and to exploit a variety of programmes and technics which contribute a lot in researchs and discoveries.
Because of his attentiveness and his observation's developped spirit, the child remains the main actor fascinated by the manipulation of the multiple ranges of technological equipments. These last offer him possibilities of learning by playing and making researches and because he is curious, he'll make new discoveries.
The rational use of the new technologies supported by a particular assistance to the child, urges this last one to an adequate and a useful exploitation.
Comment: There are some problems on this stamp and FDC. On stamp: 1. The child uses his left hand to take the balloons, but according to Muslims etiquette, the left hand is reserved for bodily hygiene and considered unclean. Thus, the right hand should be used for eating. Shaking hands or handing over an item with one's left hand is an insult; 2. There are 5 balloons on this stamp, but there are only 4 lines on child's hand. On FDC: My friend paid 95 Algerian Dinars (you could see it on the registered receipt) for this registered mail FDC, but there are only 90 Algerian Dinars postage on this FDC, because Post Office hadn't low value definitive stamps.

15,00: Abdelhamid Benhaddouga (1925-1996) (the portrait on this stamp is Mohammed Dib)
Abdelhamid Benhaddouga (Arabic: عبد الحميد بن هدوقة) is considered as the first Algerian author who wrote in Arabic language. He was born on January 29th, 1925 at El Mansourah in Bordj Bou Arreridj. He benefited from a double teaching in his birthplace firstly and than in Constantine. Later he went to Tunisia in aim to carry on his learning at "Zeitouna Mosque". Considered as a playwright, a journalist and a novelist, he had also written several theatrical plays. His novel named "North Wind" marked the birth of the Algerian Arabic novel. It was shooting in a movie realised by Slim Ryad. Through the novel "Djazia and the Dervishes", Abdelhamid Benhaddouga gave the woman a great position. The legend of Djazia the woman had taken through the novel, new measurements.
Add to this, Benhaddouga had written three collections of short stories, two translations into Arabic and two hundred radiophonic plays. He was the chief of the National Cultural Council in 1990 and the vice president of the National Consultative Council in 1992. After he had enriched the national library in particular and the culture in general with novels of a magic and a unique style, Abdelhamid Benhaddouga died in the year 1996.
Comment: What a big mistake on this stamp, the text on this stamp is "ABDELHAMID BENHADDOUGA (1925-1996)", but the portrait on the stamp is the other Algerian writer - Mohammed Dib
Mohammed Dib (Arabic: محمد ديب) (1920-2003) was an Algerian author who wrote over 30 novels, as well as numerous short stories, poems, and children's literature in the French language. Ahmed Redha Houhou (Arabic:أحمد رضا حوحو) was born in a village called Sidi Okba, situated in Biskra. Coming from a wealthy family, he received a double intellectual forming. He studied at first in a koranic school, further he obtained a primary educational certificate and than he integrated into the senior high school. In 1934, he left Algeria with his family to "Hidjaz". There, he worked in the post office administering.
He returned to Algeria after the events of May 8th, 1945 and settled down at Constantine. There, he joined the organization of the Algerian Muslim thinkers. Within the frame work of the same organization, he worked as the Islamic educational school headmaster. During the year 1947, he became a member of the administering council and then he worked as the general secretary of the institute "Ibn Badis".
Redha Houhou was the author of numerous newspapers' articles published by the organization and other articles published in magazines and periodics of some Arab countries. Through his works, this author criticized his society, the politic, and the woman status.
15,00: Malek Bennabi (1905-1973)
Malek Bennabi (Arabic:مالك بن نبي) was born on January the 1st, 1905 at Constantine. He studied at a Koranic school situated in Tebessa. After he had achieved the second level in schooling, he returned to his birthplace where he studied the Arabic language. And because of coming from a poor family, he was compelled to stop schooling. During the year 1936, after he had encountered "Abdelhamid Ibn Badis" and "Bachir el Ibrahimi", he decided to travel to Paris in aim to carry on learning.
From 1946 and during the revolution period, he wrote a number of books such "The Koran's Phenomenon" and "The Islam's vocation". Yet he joined the National Freeing Front and represented it in several countries.
Malek Bennabi was considered as the leader of the Islamic thought in Algeria. After the independence of Algeria, he was the headmaster of high education. But later he was obliged to drop this profession and to devote himself to research and to write books. As well as writing, he was used to organize sittings and to hold conferences. 15,00: Kateb Yacine (1929-1989)
Kateb Yacine (Arabic:كاتب ياسين) was born in 1929 at Constantine, in the east of Algeria. After studying in a koranic school, he integrated into a French school and than in a senior high school. At the age of 15, he witnessed the events of May, 8th, 1945. In the terrible repression engendered by these events, he was ill-treated, arrested and than jailed. When released, Kateb Yacine practised different professions. Later, he joined the National Freeing Front and worked as its representative in several capitals of the world.
In the days following the independence recovering, he devoted himself to write novels and plays. In spite of exclusion, the works of Kateb Yacine constituted a start of the modern Algerian literature. His novel entitled "Nedjma", published in 1956, is considered nowadays, as a major work that made him a famous writer. However, he had written other publications such as "The reprisals circle" published in 1956 and "The man with rubber sandal" published in 1970. Kateb Yacine had also written many theatrical plays. Name: 50th Anniversary of the Establishment of the National Freeing Front Football Team

The resolutions taken during the Soummam Congress stipulated the creation of a number of organizations recovering from the National Freeing Front.
As a result to these resolutions, the Algerian Muslim students General Union was founded in July 1955 and the Algerian Workers General Union was established in February 1958.
The Algerian Freeing Front considered as important to establish a sport organization which will bear the National Freeing Front's name and represent the country in the international events.
However, the decision to form a football team constituted of the Algerian players evolving in the French championship was made. The National Freeing Front launched an appeal to all players asking them to join the Revolution ranks.
After the Algerian players had left France to Tunisian territories on April 12th, 1958, the Algerian national team of football, under the control of the National Freeing Front was established.
Since the entire world was following carefully the preparing of the Sweden football world cup during the year 1958, the appeal launched by the Freeing Front engendered a great media echo.
Directed by "Boumezrag", the team represented the Algerian cause to the international level. It participated in 91 tournaments and matches in the following capitals: Tunis, Tripoli, Rabat, Baghdad, Oman, Moscow, Beijing, Budapest, Warsaw, Belgrade, Hanoi and Prague and also in other countries in which it succeeded in carrying high the Algerian standard.
The National Freeing Front football team won 67 matches. It registered 15 tied games and lost 07 matches only. It continued to play and to militate until the recovering of the independence of the country.
The same team was considered as the core of the Algerian football team constituted later.
The National Freeing Front football team was composed of the following players:

Comment: This is my first real posted FDC from Africa. I like it very much not only these players should be respected and remembered but also Algeria Post uses a suitable S/S to depict this issue. It's difficult to depict all of players on the stamps, but for a S/S, it becomes easy.
