At the 24th Universal Postal Congress to be held from 23 July to 12 August 2008 in Geneva, more than 1,500 delegates from 191 countries will discuss the major challenges facing the global postal sector. The congress is being organized by the International Bureau of the Universal Postal Union (UPU), with the support of the Swiss government and Swiss Post, and a special stamp is being issued to mark the event.

The Universal Postal Congress is the UPU's supreme body and brings together plenipotentiaries of all member countries. Since the first Congress in 1874 in Berne, the postal authorities of these countries have been able to rely on the support of the UPU – a UN specialized agency – in developing new products and services which are then built into the international postal network. This has enabled most of the world's population to access a wide range of postal services, including registered items, money orders, international reply coupons, stamps, parcels, remittances and logistic services that facilitate e-commerce, at local post offices or via the Internet.

The Geneva Congress will also debate international regulations, as well as legal and strategic issues, and will then adopt a World Postal Strategy setting out the major objectives for member countries and UPU bodies to attain before the next Congress in 2012.
