The design, based on the window patterns at a very significant historical site - the Longsan Temple(龍山寺) in Lugang(鹿港), is a Chinese octagonal window with dragons circling two carps in the center.

To distinguish it from its counterpart in the 2nd print released on July 1, 1999, the color of the stamp has been changed from emerald green to cobalt blue.

Comment: The 2nd FDC was sent from the Lugang Longsan(鹿港龍山) Post Office, the nearest post office from the Longsan Temple(龍山寺).
